The North American Electric Reliability Corporation (NERC) provides load/capacity information and reliability assessments for the "Grid" in North America. A link to it's website can be found here. A link to the summer 2008 assessment can be found here (PDF).
Compliance enforcement activities are carried out on behalf of NERC by the eight regional entities based on the NERC Compliance Monitoring and Enforcement Program and their respective delegation agreements. NERC oversees these programs to ensure consistency and fairness.
Above is a map of the eight regions; it appears that the SERC region covers the Heartland. The members of the SERC region are located here grouped by member type.
