Missouri Public Services Commission Rate Case Hearing (AmerenUE) - My Testimony

A general summary of my testimony before the Missouri Public Services Commission (PSC).

On Tuesday, Jan. 5, 2010 I testified to the PSC in Jefferson City, Mo. thru video conferencing at Dexter, Mo. with Hayti, Mo. being conferenced in also.  After introducing myself and being sworn in, I tried to present three points that I thought should be considered by the PSC in this rate case.


First I explained that I was raised in Southeast Missouri and after moving away and coming back I couldn't help but notice how bad the economy in SEMO was and how clear it is how much hardship a sudden 18% increase would cause especially for those on a low "fixed income".

Then I tried to make my first point.  I indicated that it was not appropriate for Management, government, and therefore the PSC to reward "Poor Prior Planning" which appears to be the case with AmerenUE; as evidenced by the sudden 18% rate hike request in the rate case being considered.  I indicated that a temporary surcharge to cover the unpredictable "ice storm damage" might be appropriate because that could not be planned.  Additionally, I indicated that considering reasonable rate increases over a reasonable time would be more inline with what might be acceptable, especially to those on "fixed income"; if indeed any rates increases are justifiable at this time.  A little by little approach reflects "good prior planning" and allows for easier customer adjustment over time.

In my second point I emphasized the importance of the PSC working very closely with UE in their rate design. I suggested that they ensure a "base rate" the those on a "fixed income" could handle, with a "graduated rate" after the base KWH usage in their rate structure.

Third, I emphasized the importance of Energy Efficiency Information being provided to the public.  Information on energy efficiency measures for residential, commercial, and industrial customers.

I noted that the AmerenUE website used a flash component that would only be viewable by people with high speed internet connections and that it was more "fluff" and very little substance.  I suggested that they have a two mode site with an option for "low speed dialup" and an option for "broadband" connections.  This would enable those on low fixed incomes to access the web information also.

I also suggested that more energy efficiency information be provided to the public through various local mass media; TV, radio, newspapers, etc.  I also suggested bill stuffers (inserts) be provided with energy efficiency information information. I indicate that this would help customers reduce there electricity usage to help offset any cost increases that may be necessary. I also suggested that the PSC continue to work to increase the decoupling electricity usage from rate determination.
