ACEEE | State Energy Efficiency Policy Database: "Dramatic changes are underway that should greatly increase the funding and availability of energy efficiency programs in Missouri. There is a renewed emphasis on energy efficiency, driven by rising energy costs and related concerns. Major legislation to advance energy efficiency in Missouri was passed in 2009, “The….. ACT,’ SB376. Among other provisions, this law requires Missouri’s investor-owned electric utilities to capture all cost-effective energy efficiency opportunities. Prior to passage of this ACT, Missouri’s IOUs had greatly increased spending levels for energy efficiency programs. Spending on energy efficiency by two of Missouri's largest utilities is expected to total roughly $35 million in 2009. Statewide spending on electric efficiency programs in 2008 was about $4.7 million, and savings were 19,992MWh, according to the Energy Information Administration, not including AmerenUE or other utilities that did not report results. The Missouri Public Service Commission conducted rule-making proceedings for SB376 in spring 2010 and expects to issue final rules later in 2010 or early 2011."
