Guest commentary: Not a dime until it's online: "Ameren Missouri, the state's biggest utility, hankers to build a second nuclear reactor at its plant in Callaway County. But Ameren has a problem. To build its proposed 1,600-megawatt reactor easily could cost $9 billion to $14 billion — or more — depending on how its construction is financed.

Because Ameren can't get shareholders or banks to risk investing in the plant, it plans to get its customers to pay for it up front by getting the Legislature to enact a bill allowing the utility to charge for construction work in progress (CWIP)."
