The Property Assessed Clean Energy (PACE) program allows business owners to pay for their efficiency-related upgrades over 20 years, with municipal loans that are paid back through a special property tax assessment that passes to the next owner if the property is sold.

Edward Smith, Safe Energy coordinator for the Missouri Coalition for the Environment, says the PACE program is a game-changer in terms of energy-efficiency and the economy.
