EPA proposes Mo. power plants to cut carbon emissions by 21 percent : Business: "The EPA is proposing that Missouri lower carbon dioxide emissions per megawatt hour of generation by 21 percent, from the 2012 average of 1,963 pounds of carbon dioxide per megawatt hour to 1,544 pounds per megawatt hour in 2030."
