ACEEE | State Energy Efficiency Policy Database: "Dramatic changes are underway that should greatly increase the funding and availability of energy efficiency programs in Missouri. There is a renewed emphasis on energy efficiency, driven by rising energy costs and related concerns. Major legislation to advance energy efficiency in Missouri was passed in 2009 through "The Missouri Energy Efficiency Investment Act" (SB 376). Among other provisions, this law requires Missouri’s investor-owned electric utilities to capture all cost-effective energy efficiency opportunities. Prior to passage of this Act, Missouri’s IOUs [Investor Owned Utilities] had greatly increased spending levels for energy efficiency programs. Spending on energy efficiency in Missouri totaled $40.4 million in 2009. The Missouri Public Service Commission conducted rule-making proceedings for SB 376 in spring 2010 and expects to issue final rules later in 2010 or early 2011."
